Re-Marriage in the Coptic Church

I'm aware that the only reason the Church allows for anyone to remarry is in the case of adultery.

However, according to this news report, it appears that there is a situation where a woman's husband left her (out of adultary) yet she was unable to remarry simply because she couldn't prove that her husband had in fact committed adultery.

Is proof required that your spouse has committed adultery in order to re-marry?

Also, can someone explain to me the implications of the latest news on the re-marriage issue?

What does this mean exactly? Is the state forcing the Church to allow re-marriages for reasons other than adultary? or is it only for reasons of adultery where adultery cannot be "proven" but assumed.
