In the Coptic tradition, liturgical vestments do not change based on the liturgical season. That is something that probably came from influence by the Catholic Church. The priests and deacons should be in full liturgical vestments at every liturgy because it's not the season that determines the vestments it's the fact that it's a liturgy. During Vespers & Matins, there are different traditions. Typically during Vespers/Matins priests wear just the epitrachelion/sadra while bishops may wear just the phelonion/burnos. You may note that during the Vespers prayer before a bishop's ordination, the patriarch vests the new bishop in the phelonion only.
