If the introduction to the creed is a big part of our faith since we had a whole council on it, why don't we say it during liturgies and only during raising of incense? Does "The Creed" supersede the "Introduction" in terms of doctrine?

it is also said before the creed and kerie leison before the procession of the lamb. Also, i do think the Creed supersede the introduction.
