Im not quite sure what it is you are asking, but....
A locked topic, can only be changed by an Admin only.
A topic that was/is "sticky" and has been locked, usually will have the "sticky" part removed - unless we feel that their is a reason to leave it. IE: To serve as an example for others...
Their is no such thing as a "sticky topics" forum... because the topics would still be ordered or listed in the order they were created/modified... like the regular topics. So it serves no purpose.

but can STIKKY LOCKED topics moved!! or have liek a STIKY topics forum....
